Proposed Structure for Franklin Village Neighborhood Association

Board Composition

Due to the diversity of the area, multiple representatives should be selected to properly represent the neighborhood. To prevent gridlock the total numver should also be kept fairly reasonable and a President or Chair should be selected. Given that franklin Avenue is the focus of the neighborhood, with more or less equal numbers of residents north and south of the street. It makes sense to apportion representatives to each side.

Nort of Franklin Avenue(6)

Beginning on the west, a representative should be chosen to speak on behalf of Cheremoya Avenue, Tamarind Avenue and Chula Vista way. A second person should speak for Bronson Avenue, a third for Canyon Drive, a fourth for Van Ness Avenue, a fifth for taft Avenue and a sixth for Wilton Place.

South of Franklin Avenue(5)

Beginning on the west, a representative should be chosen to speak on behalf of Yucca Street and Bronson Avenue. A second should speak for Canyon Drive, a third for Van Ness Avenue, a fourth for Taft Avenue and a fifth for Wilton Drive.

Business Representation(2)

In order to ensure that the business community is sufficiently engaged in this association they should be given seats to reresent the two commercial corridors that run the area, Franklin Avenue and Hollywood Blvd.

Selection Process

Given the challenges of attempting to organize and maintain a grassroots volunteer organization, it makes sense initially to have the first reresentatives volunteer for their positions. This can later be changed to a referndum process where in cases that more than one cadidate exists for a position and a staw vote would be conducted to detemine the reresentative.

Responsibility of Board Members

Board members will be expected to communicate with their neighbors in their assigned areas and assist them in addressing their concerns and in turn advocating on their behalf at Board meetings. board members should also be allowed to select an alternate to send to board meetings in the case that they are not available.

President or Chair

The newly constituted board should select a President or chair to run the meetings and reresent the Association in dealings with the City entities as well as other neighborhood groups, including Hollywood United Neighborhood Council. This person should be elected each year in order to ensure that this organization remains democratic and truly reresentational.

Additional Officers

In addition to a President or Chair, a Vice President or Vice Chair should be selected, to fill in for the leader whenever he/she is not available. A secretary to record meetings and a treasurer to manage funds (if they are raised for projects) could also be selected. all these positions should be filled by existing Board members, or by nonvoting community volunteers.

Decision Making

It is proposed that decisions be made on a simple majority rules basis, with a minimum number of 7 representative needed in order to provide quorum and allow for a vote to take place. Minutes of meetings, including all motions and votes (passed or not) should be placed on the groups website.

Political Boundaries

The proposed boundaries place the Franklin Village Neighborhood Association within Council District 4, currently represented by Councilman Tom LaBonge. The advantage of being within on Council District is that it facilitates dialogue and makes it easier to build a relationship with one official and his or her staff. The proposed area also is entirely represented by one Assembly official, Mike Feuer (District 42).

Hollywood or East Hollywood?

There is a great deal of debate over where Hollywood ends and East Hollywood begins. Some say the divider is the 101 Freeway. Others say it is Western Avenue. The Hollywood CRA, which includes Hollywood Boulevard uses estern as it's boundary with its East Hollywood Plan. Given the confusion and the reality that being associated with Hollywood is more desirable, a name that does not invoke a particular location is better.
