D. Temporary Preferential Parking Districts

The City Council may, by resolution, establish a temporary preferential parking district upon the Department's recommendation to provide relief for residents who suffer an excessive parking impact as the result of a natural disaster such as fire, flood, earthquake. or landslide; as the result of an occurrence that creates unusual media attention; or as the result of any conditions which impact fewer than six blocks and which, in the judgment of re Council member of the District and after consultation with the Assistant General Manager. Office of Parking Management, deserve immediate relief until a permanent solution can be found. Any temporary district shall be limited in duration to a period of 12 months from the date of approval of the resolution. Such district may be renewed on an annual basis by resolution until either a permanent solution is found or the problem ceases to exist.

RE: PREFERENTIAL PARKING PROGRAM

In response to your inquiry regarding the Preferential Parking Program, a copy of the City Council's "Rules and Procedures for Preferential Parking Districts" is enclosed. This program is intended to be one of several possible solutions that can be implemented to provide residents with relief from parking problems in their neighborhood due to the intrusion of parked vehicles belonging to people that do not live in the neighborhood, such as commuters, employees and customers of adjacent businesses, and students of nearby schools. This program is not intended to solve parking problems created by high-density residential development, nor is it designed to reduce crime. The Preferential Parking Program is essentially the posting of time-limit or "No Parking" restrictions in a defined residential district; where the residents of that district can purchase and display permits to be exempt from these special parking restrictions. The Preferential Parking Program requires the demonstration of several levels of community support (formal letter of support from some group elected to represent the neighborhood, petitions from at least six street segments within the proposed District and a Public Hearing), as well as a parking study validating a parking problem due to the abundance of non-resident vehicles, prior to being recommended to the City Council for final approval. Once a District is approved, the PPD signs will only be posted on street segments where the residents have petitioned for one of the Council approved restrictions. Residents of street segments within the District that do not initially have PPD signs posted, can still purchase permits to park within the District, and can later petition to get one of the Council approved PPD restrictions posted on their street. Residents are required to purchase PPD permits to be exempted from the PPD signs, and the administrative costs of the program are offset by the sales of these permits. If you would like to initiate the process for this program to be implemented in your neighborhood, the first step is to complete the attached "Preferential Parking District Letter of Interest Form" and to submit it, along with a formal letter of support from your Neighborhood Council, Homeowners' Association, or other group elected to represent the area for which the PPD is desired.
